In 1995, Jay was one of a cadre of lawyers involved in workers' compensation issues on a national level who founded the Workplace Injury Law & Advisory Group (WILG), a non-profit corporation connecting and supporting workers' attorneys in all 50 states. Since its inception, WILG has been the most active national watchdog organization monitoring and defending against the coordinated assault on workers' compensation by the business lobby and the workers' compensation insurance industry. WILG has played a significant role in helping states resist proposed legislative "reforms" of workers' compensation, which typically involve cutbacks in coverage and benefits. Jay has been a member of the WILG Board of Directors since its creation, has served a two-year term as President, and is the creator and an editor of Workers' First Watch, WILG's periodical magazine.

Jay currently serves regularly as a mediator in claims under the Longshore Act. He has been listed in "Best Lawyers in America" in workers' compensation, has been named by Seattle Magazine as one of "Seattle's best lawyers," and has been recognized annually since 1998 as one of Washington's "Super Lawyers" in the field of workers' compensation. In 2009, Jay was elected a Fellow of the American Bar Association's College of Workers' Compensation Lawyers, and was the recipient of WILG's "Lifetime Achievement Award."

Jay received his J.D. from the University of Washington School of Law in 1971. He graduated from Yale University in 1967 with a B.A. in History. He is also a member of the State Bar of California, and served as an officer in the United States Marine Corps Reserve.
